It's a new site with a small initial usergroup.

The site follows the newsgroup model, with ecommerce capabilities added. They've invented an algorithm that rates askers and answerers according to the history of their interactions onsite.

As in a newsgroup you can browse the whole plaintext interchange, though users do ask for deliverables not shown.

The site holds the cash but pays out according to the buyers instructions. He can pay more or less than his offer, depending on how satisfied he is. He doesn't have to pay but he has to explain why not or their rating algorithm marks him down.
